Jacy serves as Chief Legal Counsel for Clear Landing, Inc., a nonprofit organization she co-founded to provide free and low-cost legal services to heirs’ property owners across Alabama. Through this work, she has helped families clear title, secure ownership, and implement estate planning strategies that preserve family land for future generations.
A recognized leader in the field, Jacy collaborates with national and regional organizations to advance education and policy around heirs’ property. She regularly partners with the Southern Rural Development Center (SRDC) at Mississippi State University and the National Policy Research Center at Alcorn State University to deliver training on heirs’ property at the community level. She has also presented at major conferences, including Boston College Law School’s “Heirs’ Property & the Preservation of Affordable Housing,” and has served as a recurring presenter for the Federation of Southern Cooperatives’ Heirs’ Property Bootcamp.
Jacy is a founding member of the Heirs’ Property Practitioner Network (HPPN) and is a sought-after speaker, providing legal education to attorneys, financial counselors, and community organizations nationwide. Her work focuses on practical, community-centered solutions that empower families to retain ownership, build wealth, and protect their legacy.
She earned her Bachelor of Arts in Psychology, with a minor in Criminal Justice, from Southeastern Louisiana University, and her Juris Doctor from Southern Illinois University School of Law. Jacy is licensed to practice law in Alabama and Missouri.
In addition to her legal career, Jacy serves in the Alabama Air National Guard as a Judge Advocate (JAG). She was the Top Graduate of her Air Force Officer Training School class and received the Excellence in Advocacy award at the Air Force Judge Advocate Staff Officer Course.
Jacy has been recognized as a 2026 Birmingham Business Journal “Top 40 Under 40” honoree. She also serves as Governance Committee Chair for Alabama Goodwill Industries and continues to contribute to initiatives that support economic mobility and community development.
